Bacs recognises that local authorities each face their own regional challenges. To ensure that a fair comparision is made, the Direct Debit Challenge League places local authorities with similar profiles together, effectively creating six leagues. This grouping has been achieved using Experian's Mosaic classification tool, to ensure a fair comparision across the scoring criteria.
